Central Superior Services (CSS) and Provincial Management Services (PMS) are often mixed up by the candidates of competitive examination. It is, therefore, suitable to give a detailed description of the dissimilarities and comparisons between these two exams.
1: PMS is directed by provincial Public Service Commissions like PPSC (Punjab), KPSC (Khyber Pakhtunkhwa), SPSC (Sindh) and BPSC (Baluchistan) while FPSC (Federal Public Service Commission) conducted CSS Exams.
2: CSS Exams are held every year regularly by FPSC but exams of PMS is held after random intermissions. Like from 2004 to 2013, only 3 PMS batches are conducted in Punjab province.
3: In Competitive Exams held by Provincial Public Service Commissions, there are multiple groups in which employment is required for. All the applicants employed through this examination are not the PMS officers. Only those who exactly are positioned in PMS group are entitled PMS Officers. Up till now, In Punjab, PMS exams, have been held to employee in Excise and Taxation, Provincial Management Service (PMS) And Local Fund Audit.
4: PMS Officers have to serve within the territory of their respective provinces (where they are domiciled) unlike those inducted through CSS who have to serve a mandatory period of at least 5 years out of their provinces.
5: According to the revised syllabus of FPSC in CSS, optional subjects are of 100 or 200 marks, which the aspirant has to pick subjects of total 600 marks. And in PMS all the optional subjects are of 200 marks while.
6: in PMS total allowed time for the essay paper is only 2 hours, while in CSS you have 3 hours for Essay paper.
7: In PMS, General Knowledge paper is there very difficult and tricky paper with negative marking. While there is no negative marking paper is CSS.
8: In CSS, you have to earn minimum 40% out of all 3 General Knowledge papers (General Science & Ability, Pakistan Affairs and Current Affairs) to pass these papers. According to this, if a your fail in 1 or 2 of General Knowledge papers but your aggregate in General Knowledge papers is 40 percent or above, you will considered passed all General Knowledge papers. If an aspirant is fail in 1 of optional paper, but his total in all other subjects without the marks in failing paper, is more than 50 percent, he qualifies for interview. Meanwhile in PMS, candidate has to pass every subject individually and no such allowances are given.
9: Both CSS and PMS exams are directed in 1200 marks of written exam but in PMS there are 200 marks of interview and in CSS there are 300 marks of Interview.
10: in CSS and PMS Psychological test is conceded out for2 days, first day for group discussion and second day for individual interview.
